Committee for Safe and Secure Elections Names Former LAPD Chief Michel Moore as Co-Chair

One of the nation’s most experienced law enforcement leaders will help lead the cross-partisan effort of bringing together local law enforcement with local election officials to keep elections safe, secure, and trusted. 

WASHINGTON, DC — SEPTEMBER 2, 2026 — Today, the Committee for Safe and Secure Elections (CSSE) announced that Michel Moore, the former Chief of the Los Angeles, California Police Department (LAPD) and a nationally respected law enforcement leader with over four decades of public-safety experience, will serve as the Committee’s new Co-Chair. Moore, who served as the 57th Chief of the LAPD from 2018 to 2024, will serve alongside election administration expert, former election official and CSSE Co-Chair, Tina Barton. Together, they will lead the cross-partisan coalition’s work to strengthen relationships, preparation, and trust between local election officials and local law enforcement. 

“Throughout my career, I learned that public safety depends on relationships that are built well before a crisis around the willingness to prepare together for challenges that we hope never occur,” said Chief Michel Moore (ret.), Co-Chair of the Committee for Safe and Secure Elections. “Law enforcement officers are often among the first called when something goes wrong at or around an election site. We have an opportunity and a responsibility to make sure they understand the election environment, have the right resources, and have already built relationships with the election officials they might be called upon to support. When law enforcement and election officials understand each other’s roles and prepare together, communities are better positioned to respond to threats while ensuring voters can exercise their right to vote safely and without intimidation.”

Moore joined the LAPD in 1981 and spent more than 40 years serving the people of Los Angeles. He rose through the ranks from police officer, detective, sergeant, and lieutenant to captain, commander, deputy chief, assistant chief, first assistant chief, and ultimately Chief of Police. His assignments over the four decades included oversight of patrol operations, personnel and training, efforts to modernize LAPD’s technology, implementing new reforms to police use of force, and improving the wellbeing of the department’s workforce. 

As Chief, Moore also led the LAPD through a consequential period for American law enforcement during the COVID-19 pandemic, nationwide demonstrations, historic scrutiny over policing, and significant recruitment and workforce challenges. His service has been recognized with some of the LAPD’s highest honors including the Medal of Valor, Police Medal, Police Star, and Meritorious Service Medal. 

“Chief Moore has spent his career leading through complexity, bringing people together, and preparing public-safety professionals to respond when the stakes are highest. That experience is invaluable to our work,” said Tina Barton, Co-Chair of the Committee for Safe and Secure Elections. “But what excites me most is that Michel already understands what makes this Committee special. He knows that election officials and law enforcement each bring distinct expertise to the table, and that our communities are safer when those professionals know one another, trust one another, and prepare together. I could not ask for a better partner as we lead CSSE into its next chapter.”

Moore’s appointment builds on his existing involvement with CSSE. Since retiring as LAPD Chief in 2024, he has remained actively engaged in public-safety leadership and has served as a senior advisor to the Committee, lending his experience to its work bringing election officials and law enforcement together across the country.

Moore succeeds Major Christopher Grotton (ret.), who served as CSSE Co-Chair and will remain a member of the Committee.

As CSSE enters its next chapter under Barton and Moore’s leadership, its mission remains straightforward: election officials should be able to administer elections, voters should be able to cast their ballots, and law enforcement should be equipped to protect their communities without fear of violence, threats, harassment, or intimidation.
