Statement from Neal Kelley on Behalf of CSSE Congratulating Member Sheriff Koutoujian, 2023 MCSA Sheriff of the Year

February 16, 2024 – On behalf of the entire Committee for Safe and Secure Elections (CSSE), I extend a heartfelt congratulations to Sheriff Peter Koutoujian of Middlesex County, Massachusetts for receiving the 2023 Sandra S. Hutchens Sheriff of the Year Award from the Major County Sheriffs of America. Sheriff Koutoujian’s unwavering dedication to public service, commitment to justice, and tireless efforts in ensuring the safety of our communities are truly commendable. 

We are particularly grateful for his contributions to protecting our elections, including through his work with CSSE. The role of law enforcement in protecting the integrity of elections and the safety of election officials cannot be overstated. Sheriff Koutoujian’s work serves as a shining example of this critical function. His leadership and dedication inspire us all and remind us of the importance of our collective efforts in preserving the democratic process. We believe in the power of collaboration and are thankful for the support and partnership of dedicated law enforcement professionals like Sheriff Koutoujian.
